Colonel Franklin holds a Doctorate of Nursing Practice degree from Georgia Regents University, a Master of Science in Nursing as a Family Nurse Practitioner from the Uniformed Services University of the Health Sciences (USUHS) and a Masters in Strategic Studies from the U.S. Army War College. He earned board certifications as a Family Nurse Practitioner and Nurse Executive Advanced. He is a Fellow of the American Association of Nurse Practitioners and holds the 9A designator from the Army Medical Department.
Colonel Franklin’s military schooling includes the AMEDD Officer Basic Course, AMEDD Captains Career Course, and the U.S. Army Command and General Staff College. He is a graduate of the U.S. Army War College.

His military awards and decorations include the Bronze Star Medal, Meritorious Service Medal with six Oak Leaf Clusters, Army Commendation Medal, and Iraq Campaign Medal with two Bronze Stars. He is authorized to wear: the Parachutist Badge, Air Assault Badge, Combat Medical Badge, Flight Surgeon Badge, and the Meritorious Unit Commendation.
He is married to a fellow Army Nurse Corps Officer Lieutenant Colonel Tiva Franklin for the past 23 years and has two daughters, Jade and Ella.
